Collusion among owners is bad because, well, its illegal and cheats players out of the value they create. "Collusion," such as it is, among players, is essentially the market clearing - the salary cap means top guys will make the same amount wherever they go (incumbent team advantage notwithstanding), so they can choose in part based on their prospective teammates.
